Support programs at all levels of government that:
- provide necessary and appropriate regulatory, financial and other support for emerging electric and other advanced vehicle technologies to compete in the marketplace. Such support should include incentives to vehicle manufacturers, suppliers, infrastructure providers, purchasers and investors;
- are designed to build and support the necessary infrastructure (e.g., charging stations, a modernized grid, additional and upgraded transportation corridors) to allow the use of electric and other advanced vehicles and related technologies;
- recognize the increasingly low-carbon and other low-emission attributes of electric generation and ensure that transportation decisions are made with full consideration of life-cycle emissions impact of available fuels and vehicles as well as other important criteria (e.g., cost, reliability, energy security and independence); and
- once such actions have been implemented, allow robust competition among technologies and fuels.
Support a harmonized national US program to require, encourage and reward improvements in fuel economy and reduction in greenhouse gas and criteria pollutant emissions from motor vehicles.
Support the Clean Air Act California motor vehicle waiver program and seek to maintain and enhance opportunities to harmonize California’s motor vehicle program with the national programs.
Support the modernization of US and California regulatory programs to anticipate and consider the transformation of the nation’s transportation and energy systems, including the decarbonization, decentralization and optimization of the electric grid and the increasing role of on-demand services, automation and other significant changes to the transportation system.
